Most councils throughout the UK are focusing on the messes that irresponsible dog owners leave for others to tread in. In the Harrogate area Dog Control Officers are handing out fixed penalties of £50. Members of the public are being encouraged to report irresponsible owners in an effort to stop this highly polluting and disgusting problem.
